What Causes Recurring Red Hole At The Bottom Of Penis?

Question: Hi I have a tiny hole on the bottom of my penis in the fold about the size of the tio of a pen. It comes and goes for about four months now , it usually comes after having intercourse,, when I put antibiotics ointment it goes away but comes back in a week or two? It's just a tiny open hole red color, I have no pain discharge or smell, tested for gonorrhea and infection negative? What can this be?
