Hello,

Your symptoms seem to be related to balanitis which is an infection of the penis tip.
Do you have any itching or discharge in the tip of the penis?

Some examination that should be done to confirm the diagnosis are:
- A physical examination
- A complete blood count
- Serum glucose tests
- STD tests if you are sexually active

Some advice that I can give to you are:
- Keep the area clean. Use a mild soap to avoid other irritation of the skin
- Use steroid cream for local relief
- Use Neosporin cream to treat any bacterial infection.
