Brief Answer:
It seems like allergic condition.

Detailed Answer:
Hello,
Welcome to Health care magic.

I am Dr. Dadapeer K, an ophthalmologist and I answer health problems related to eye.

It seems from the history that your 3 year old daughter is having red bumps on the head associated with swelling of the right eye in spring season.

This indicates allergic eczema of the skin of the face and allergy of the eyes in the form of vernal conjunctivitis. Usually this is because of allergic reaction to seasonal pollens, dust, mold...
The treatment is by the use of anti-allergic medications like anti histamines in the from of eye drops and skin ointments. Severe and non responding cases may require use of milder steroid preparations. Along with these if any known allergen is there it needs to be avoided.

Hence this requires examination by a ophthalmologist and a skin doctor for confirmation of diagnosis and prescription of appropriate drugs.

Hope the information is helpful to you.
