Question : My mother has redness on her skin near where shots are normally given (median cubital vein?) on both arms. It looks like a very bad skin rash. Any ideas what it may be?

The symptoms of the query are quite suggestive of
1. The possibility of a infection has to be considered.
2. Rash secondary to a cosmetics or some new garment or any new thing in her environment is a possible cause.
3. Possibility of a redness during the period when she keeps her arm bent is always possible, like while sleeping. The sweat may accumulate and cause the redness.

you can try applying a combination of antifungal and steroid cream. I would recommend a visit to the dermatologist.
