Question : I have this red dot under the foreskin below my penis head...is this a wart? Maybe something else?

It is not looking like wart.
It is appearing like pyogenic granuloma, a mild vascular disease.
I would like to know if there is any pain or does this lesion bleed on touch ?

To be honest I scratched at it some and I believe that's the reason its as red as it is. But yes after I scratched at it , it cause some pain. No bleeding. I've added some updated pics as some things have changed. Two more red spots have appeared. They don't seem raised in any way. They don't look like blisters. The area feels irritated as I rubbed my finger over the area several times to feel if they are raised. They haven't bled either.
Does your opinion change in any way? Are you sure these aren't warts? It doesn't appear to be growths though like a wart though. Some kind of bacteria or fungal infection? Herpes?

Surely it us not wart.
Herpes presents with superficial water filled lesions so it can't be even that.
Most probably it Is a fungal infection.
Please don't scratch it as it will lead to secondary bacterial infection.
Apply an antifungal cream like clitrimazole for 15 days. You will get relief.

Here are a few more updated pics today after applying the anti fungal cream....has your opinion changed any? I'm led to believe a wart is a virus so anti fungal cream wouldn't clear warts up or even in two days for that matter. Is that correct? Are you positive from the pics this doesn't have an appearance of a wart? Here are some more pics from today 8/19/2014...

Fresh pictures show a small hole like appearance.
You are correct antifungal don't work against virus but you don't have a wart.
Please don't touch it again and again you might develop a bacterial infection.
It's better to continue with antifungal cream and along with that also apply an antibacterial cream like mupirocine.
This will prevent development of infection.
Don't get scared. It is not wart.
