Brief Answer:
could be yeast or other type of infection

Detailed Answer:
Hello and thank you for your inquiry,
I have read your note and looked at the photo you have included.
This could be a small area of yeast infection which is quite common on the penis. If it is itchy and you just have the rash then you could try an over the counter treatment for "jock itch" such as terbinifine (Lamisil). If it is just yeast then that should clear it up.
If it is painful and burning then it could be herpes and you should see a doctor immediately for treatment and diagnosis.
If you have other symptoms like swollen lymph nodes, pain with urination or discharge from your penis then it could be another kind of infection and you would need to see a doctor to get a firm diagnosis and appropriate treatment.
I hope you get it cleared up soon,
Dr. Robinson
