They could be Genital Warts though this Image is a little blurred and I request you to kindly upload another clear focused Image.
Also let me know if you are or were sexually active?If yes, with single or multiple sexual partners?
How long since you have noticed these red bumps?Do you have any symptoms like itching?burning?

It appears i have a flesh colored flat wart and a white wart on the front which i whitish but ill send more tomorrow. Not particularly sexually active i have had oral sex and dared to use used fleshlights

And no signs if itching or burning, but one part on the side (right side)of my shaft hurts when touched and no bumps are there

Yes, I can see fordyce spots on undersurface of prepuce. They can be left as it is.
The red raised spots on underside of penis are most likely HPV warts. They need to be removed with either electrosugery or Laser.
