Question: hello i have had a red rash on the head of my penis for around three months. no blisters. it gets better some days less inflamed but has never went away. it appears to have brownish spots now what is this

From the description you have provided,it looks like you have developed a fungal infection over the glans region .
Such an infection is quite common in males and can present with redness ,itching ,irritation,burning sensation or whitish discharge .
Keep the affected area clean and dry.
Wash the affected area with lukewarm saline water twice daily.
Apply a topical antifungal cream like clotrimazole cream over the affected areas twice daily.
Get a blood glucose test done to rule out diabetes in case the infection tends to persist.
