Question : Hi Docor,
From past few days, there is an accumulation of whilte dust my penis, also there is itching...outer skin of penis looks reddish and dry...i am 32 yrs

It is balanoposthitis - a candidal infection.

Needs to apply antifungal cream and antifungal and oral antifungal treatment.

Please check your blood sugar level and do accordingly.
