Question : redness and irritation around anus for about an inch, and running up toward and somewhat into vulva.

As per your queries answers are-

It could be hemorrhoid or a fungal infection.

Go for an in-person appointment with a surgeon. Careful examination of area would reveal the exact nature of the problem.

As there is redness and irritation only, its can be a fungal problem.
However in case you can feel a mass it can be hemorrhoid.

Suggestion-
Take Fluconazole 150 mg one tablet once a week for 3 week (may need a prescription from your local doctor for this) after thorough clinical examination.
Use Antigungal powder over the infected area.
