The redness and itching is starting signs of infection in that area. It could be following any bite by bugs or minor trauma or without that also.

I suggest you to consult your doctor and start on antibiotics like ceftriazone/cefixime and anti inflammatory drugs because in your age chances of increase in infection is more and if you are diabetic the risk doubles.

Don't scrape it . It increases infection. I suggest to take cetrizine to control itching
