What Causes Redness On Scrotum And Bumps On Bottom Penis Shaft?

Question: HI. I had sex with a new partner, did not wash after. This was at 4am on a friday. I went to work at 6am. I had to work out in the sun all day knealing down over and over. Saturday night I was drink and was playing with my pubic hair, twisting it and pulling it and also putting salivia on my finger and rubbing my scrotum. This went on for 30 minutes. Come monday I am at work, still have not showered, and late in the afternoon I start to feel like needles are poking at the bottom shaft of my penis and it itches extremely. Looking it my penis was red and there where white flakes, my scortum red as well. There were two bumps on each side of the bottom shaft of my penis, just dome shaped raised bumps, flesh colored, smooth, I guess it was inflammation. The bumps went away after a couple days. A day later I was masterbating for the fourth time in a row and while ejaculating my dick got really itchy from the inside, kind of like when you get sandpaper on the hands and not wear gloves, it was that feeling. I then noticed a red line coming from my scrotum to the top of my penis, to the circular thing below the head, and there was a bump there. More like an inflammation, which stung and hurt. It went away but another one came next to it, which til this day will still sting and burn. I had sex with this girl in may of 2013, It is now almost MAY 2014 and my scortum is still red. I went to doctors who thought it was fungus and gave me creams which have not helped. Iv'e been tested for every STD, including herpes, all came back negative. I recently got insurance so i am going to go get tested again and to more dermantologist and urologist, but my payment hasnt cleared yet I wanted to get an opinion on it before I go in because I know it will be some time. My penis skin is also thing you can see all the viens and there seems to be little white pimples everywhere. I was terrified this could be herpes but every doctor has told me that the symptoms would not last this long. What do you think this can be???

STD do not last so long.
Please answer few additional questions.
1. You have persistent redness or it is increasing and decreasing in between ?
2. Was there any response with anti fungal creams even for a shorter period ?
3. Do you have any other disease like diabetes ?

It has been persistent for almost a year. Sometimes it is more pink than red. I did have some response to the creams, they made it more pink than red, but I'm not sure if that's just because the cream is white and thick that it covered it up or actually reduced inflammation. I do not have diabetes or any disease I know of. My scrotum is red, my penis looks yellowish and I have a skin deep bump on the glands that I often feel pain from, do you know what this could be? If I put my finger and thumb and grab the area and rub I can feel a little ball like thing in there. And also on the other side of the glans I feel pain coming from a red vein. I'm afraid I might have cancer or if this goes untreated it will fall off or something. We're you able to see all the pictures from the drop box account, a lot more in there. I tried uploaded a PDF file with all the pictures but it didn't work. Please look at all pictures, 1 photograph doesn't do it justice. This is not just a problem of a red scrotum, it's something affecting the entire area. My penis skin is thin, maybe from fungal creams the very first doctor told me to put it all over, but there are all types of little pimple like things that seem to be deeper in the skin. Also when I ejaculate my Penis head gets really dry and white after, like if I kick my finger and rub the head it smears off.

Dont worry, I have seen all the photographs.
Just relax it is not cancer.
The swollen portion must be sebaceous gland.
It will regress on its own in size.
Probably you have used steroid creams for longer period.
This has caused thinning of skin.
At present there appears to be no infection.
Probably you have developed hypersensitivity of the scrotal skin.
Take methylcobalamine tablet daily and apply aloevera gel.
This will help in nerve repair and faster healing.
There is no need of steroid and anti fungal creams now.
