Brief Answer:
Perioral dermatitis

Detailed Answer:
Hello,
Thanks for posting a query, I have reviewed the attached photograph of your wife.
The rash your wife is suffering from is due to Perioral dermatitis.
This is a skin condition that is more common among women. The rash can also spread to your upper lip, chin, and cheeks, making the areas of the skin very flaky and dry. This medical condition happens to people with oily faces and can be caused by using certain lotions and creams containing strong chemicals.

The rash will subside on its own in couple of days. avoid using any lotions or lipsticks. You can use 1% hydrocortisone cream if it is available over the counter in your location. Or else consult a local dermatologist.

Any query do follow up.
Take care.
