As per your clinical details, neck pain (deep breath) could be due to-

It could be due to surgery on chest wall, tuberculosis, peurisy, penumonia or pneumothorax, maybe because of phrenic nerve (which runs from neck to lung) injury.

I suggest you to consult an ENT surgeon and give detailed history (past history- surgery, infections)), detailed ENT examination, if necessary X ray chest -to rule out any active infections. Treatment can be started according to the investigations.
