Brief Answer:
Yes, it can if this is the first incidence.

Detailed Answer:
Hi.
Thanks for your specific query.
Since there is a scab line around the upper part of the foreskin, it is swollen, i twill become hard to retract.

If the foreskin was going back completely in the past and if this is the first incidence, it can go back to normal without circumcision.

Take a good antibiotic and anti-inflammatory medicine for 5 to 7 days, clean the area with Liquid Povidone Iodine 3 to 4 times a day, do not force the pull back till the healing is complete, otherwise a repeated Trauma can lead the fibrotic ring ans circumcision will be needed then.

May I please know how did the present problem occur?
Was the foreskin fully retractile before his incidence?

Please give feedback.

I had sex 5 days ago and the condom broke but I continued anyways. This is the first time it's ever happened and I keep myself clean. It doesn't hurt to urinate but I cannot fully retract my foreskin like I could yesterday.
