Brief Answer:
Tremor

Detailed Answer:
Hello,
You seem to have tremor. The doctor should find out if there are any organic lesions in the brain that cause the tremor. There are two kinds one without any cause called essential tremor and the other tremor caused because of some other pathology.
To rule out the pathology the doctor ordered MRI. Any implant will rule out for MRI test. Since you are not a good candidate for the MRI because of penile implant, he can get other investigations done like CT scan and clinical findings(suspicion) should not stop him to start on treatment.

I think you should go back to your Neurologist who can start the treatment or alternative investigations to find out the cause of the tremor.
