What Causes Shivering Hands Along With Frequent Cold?

Question: Hi doc. My mother who is 55 years old has a peculiar problem of shivering hands for last 20+ years. Sometimes she also complaints of head that starts to tremble. She also presipitates a lot and is an acute cold problem. Her cold problem is existing since last 30 years.

We are not sure of who to show and what sort of treatment to follow. She also suffered had acute survical attack leading limited movment of right arm and head spinning. This kind of condition lasted for 2 months.
