Please shoot the photo focusing only on the affected area and little with distant vision (Not too close to lesion).
The whitish skin and scarring are likely to be due to what is called as Ballanitis Xerotica Obliterance (BXO).However this can be confirmed only after visualizing photograph.

It seems that you have early changes of BXO. However you need to consult qualified Urologist for clinical examination to confirm the diagnosis.
You can take Vit E twice daily along with steroid cream for local application.
