I can understand your concern for small skin growths on neck of your mom. I saw the photo you posted.
The skin lesions are skin tags....also called acrochordon.
Skin tag is a harmless and benign condition.
A skin tag is a tiny,flesh colored, benign, outpouching of skin that is typically connected to the underlying skin by a thin stalk. Skin tags commonly occur in areas like underarms, neck, upper chest, and groin.
Skin tags are not painful or itchy. They are not associated with any particular skin conditions or symptoms. Sometime people who are prone to diabetes have skin tags. Skin tags commonly occur in obese patient.
Diagnosis is usually made by only observation. Laboratory tests are not required.
Treatment is required when they are disturbing,otherwise they are kept untreated.
Surgical removal under local anaesthesia is undertaken by dermatologist. Electrocautery and cryotherapy are other modes of treatment. I usually remove skin tags in my patients by electrocautery under local anaesthesia.
You consult dermatologist and have proper treatment.

Obesity is commonly associated with skin tags. New skin tags might occur. If your mom is obese, please take steps to reduce body weight. Have consultation with physician for obesity.
