Brief Answer:
I suggest the possibility of seporrheic keratosis

Detailed Answer:
Hello

Thank you for writing to us at healthcaremagic
I suggest the possibility of seporrheic keratosis
or
stucco keratosis.
Peeling it off wont remove it completely from the base, thereby, the recurrence. The most common method of removal is CO2 laser or cautry.
