Question : Hey so i was wondering. These little small or little bumps have shown up on my penis. They dont itch or irritate. I practice safe sex so im wondering what they could be. My current partner and i recently decided not to use a condom and the next morning i went to the bathroom and thats when i noticed them. I am extremly worried. I live in china for work so i am not able to speak to doctors all that easy cause none of then speak english. Any advice or help can go a long way for me. I have attached pictures.

It's looking like allergic reaction.
Probably you have developed allergy to any chemical which your partner has used in genital area.
I treat such cases with topical application of a mild steroid cream like cortisone twice daily for a week.
It is available over the counter.
