Question : I have these small red spots on the tip of my penis. they're not sore painful or itch I've had him for a little over a month.

Either penile acne or folliculitis, apparently topical antibiotic
Detailed Answer:
According to me it can be either penile acne or superficial folliculitis.
If I was your treating doctor I would recommend you to apply topical antibiotic like nadifloxacin gel or benzoyl peroxide 2.5 percent gel on these bumps twice daily for 10-14 days.
This should help in resolving them.
These are prescription drugs and you need to see the doctor in person to get them.
