                                    Brief Answer:
a few conditions considered
Detailed Answer:
Hello,
The most probable cause is a collection of breast tissue. Some boys get this kind of collection around the time of puberty. It may be related to the hormonal changes occurring then.
There are a couple of other conditions also to be considered mainly lipoma and neurofibroma.
An ultrasound examination of the breast will help in differentiating and reaching a diagnosis.
If you have further queries, I shall be happy to answer.
Wish you a good day
