My sixteen year old daughter is experiencing A very sore throat, a low fever, congestion and a sore neck with swollen glands and fatigue. I don't see a rash. This started after she went swimming at a public pool.

Such sore throat can be caused due to some viruses like Epstein-Barr virus (EBV) (causes mono), or some bacteria like Streptococcus (causes Strep throat).
Irrespective of the cause, you need to do is to gargle with lukewarm water and recovery will occur in a week or so. Treatment with antibiotics might also be essential. The fatigue may persist for a couple of days. Please be patient. Just give Paracetamol or Acetaminophen if needed.
