Question : I am a 72 year old male who left working for a sheriff's department in early December 2015. About three weks ago I noticed my nipples were sore and the area around them somewhat swolen. They are painful to the touch, but at times are not painful at all.

Such symptom can appear due to hormonal issues. Breasts (even male) have receptors for hormones produced in the body.
Liver cirrhosis is a very common reason of such symptom. Swollen breasts can be the first sign of testicular cancer or adrenal tumor.

I suggest you to consult your doctor. Breasts ultrasound and hormones levels should be done at first. You should also consult endocrynologist.
