Brief Answer:
Keratosis pilaris

Detailed Answer:
hello. thank you for writing to us

I am Dr. kakkar(dermatologist). I have gone through your query and I have viewed the image.

I can see pin head sized follicular spots on outer arm. These are keratosis pilaris(KP's).
KP's are common in those who have a dry skin and in those who are atopics. KP's usually present as grouped, follicular, raised bumps with a central keratotic core which entraps the hair coiled inside the core. They impart a rough appearance to the skin. KP's are common on upper outer thighs and buttocks too.
I suggest you to use an exfoliating moisturizer e.g Am-lactin lotion (contains 12% ammonium lactate) or 10%-20% urea (Ureativ cream). In addition you may also take an oral vitamin A supplement (retinyl palmitate 25000IU), twice daily for 2-3 months.

Regards
