Brief Answer:
you may have colitis

Detailed Answer:
Hello and thank you for the question.
Sticky substances coming from the rectum may be a sign of infection or inflammation.
Not being able to complete a bowel movement may indicate a partial obstruction in the colon.
Both of these problems can be caused by ongoing damage or colitis in the colon. It is best for you to see a doctor and get a colonscopy or other testing done to look at your colon as soon as possible.
If your doctor does not do this kind of testing they can refer you to a gastroenterologist that specializes in this kind of care.
I hope you get answers and treatment soon,
Dr. Robinson
