Question : Swelling in legs below the knees. Kidney and Heart problems ruled out.

Hello,
regarding bilateral edema in your case the most common cause is probably vein insufficiency. Defective vein valves is the underlying problem. It can be confirmed or excluded with ultrasound scanning (triplex).
Severe hypothyroidism may also cause leg swelling.
Other less common causes may exist but the most usual causes are the ones I've presented above.
