                                            Question : A ballon like swollen area appear on top of my penis on one side.

Thanks for your query ,based on the facts that you have posted it appears that you have developed ballon like swelling of the foreskin .
This is called as Paraphimosis and needs to be reduced at earliest .
Please consult qualified General surgeon or Urologist for clinical examination .It needs to be reduced at earliest either manually or giving injection of Hyluranidase locally .

                                    Can I use a sharp needle to remove the fluid?..          Does this infection occurs every time during erection if fore skin gets removed and does not come to its original position? You need to consult qualified General surgeon cor clinical evaluation to rule out Phimosis .

                                    Dear sir,          even after removing fluid from the swollen part. The fluid is getting accumulated. After removing fluid I tried to put foreskin back on glans penis , it comes on it but soon it retracts and goes back and does not cover glans penis.  Is there any medicine/cream to clear both paraphimosis and phimosis.      Please advise.                                    Regards. You need to consult General Surgeon for evaluation and further treatment .
You may need to get circumcised or the constricting band has to be incised to resolve the issue .No cream or ointment will help .
