Question: Right leg, just above ankle, 4 inch swollen band around leg. Sometimes swelling goes down, then comes back. No blood clot.

Hello,

Since you are in 70's there could be micro tears in the tissues over the ankle joint because of excessive use be it walk or gardening, stairs anything. This could lead to swelling. Other thing is tendons inserting around the ankle joint would have been swollen along with synovial fluid called tenosynovitis. It is important to get an Xray as well to rule out stress fractures.
Rest, Ice, compression and elevation for 24 to 48 hours should do the trick.
