My wife's right leg's thumb has swollen a bit. 1-2 weeks back may be she cut the cuticles badly or something has happened which has made the right thumb swollen. There is slight pain. She can fold her right feet thumb well no issue but pain is there.

I have gone through your query and looked at the image. It looks like it is infected and has formed an abscess. I would suggest you meet a dermatologist or surgeon for drainage of the abscess.
She can apply betadine ointment twice or three times a day on the affected area. Keep the area dry for faster healing.
In case it persists she will have to get the pus drained out as adviced above.
