Question : yes. I have a small oblong area on my penis where the skin is elevated and it feels as though there is fluid under the skin.

Probably you have developed friction blister.
I treat such cases with a mild steroid cream like cortisone twice daily for a week.
It is safe and effective and usually available over the counter.
You can try this.
