It is most unlikely to have any relation to the heart.
Systemic causes – (heart is one / liver, kidney, low protein are some others) – lead to swelling on both sides.
Unilateral (one side) swelling points to a local cause. We may have to rule out clot or insufficiency of deep veins (varicose or incompetent valves). A Doppler study and blood test can exclude these… and is done in most ERs…
I am inclined to think it is most likely a problem from foot…
