Question : Hi, my penis head had some redness and those areas are bit tender. I can apply a small amount of cortisone to it even if i got foreskin overlapping or let it heal on their own?

I read carefully your question and I understand your concern.

Letting it heal may not be enough.
I will recommend for you to get tested for the sexually transmitted infections, if you haven't done it already.
-- Chlamydia and Gonorrhea by urethral swab
-- HIV, HepC and Syphilis in the blood.
-- Herpes

If all this come negative, and the rash you have has no relation with you being sexually active, then yes, apply the hydrocortisone, once or twice/day a thin layer.
But if you have been sexually active and the rash appeared after, then you will need to take a treatment anyway, despite of the negative results of the tests.

If worse or not better, I would recommend seeing a local doctor.
