Thanks for your query,based on the facts that you have posted it appears that you have swelling of the scrotum and penile shaft.

I shall be happy if you can post me few more details to help me in making comments on your problem .
1) Do you have any other Urinary symptoms ?
2) Do you have any cardiac problem?
3) Do you have Diabetes,Hypertension?
4) Is it possible to upload photographs of your Scrotum and Penis ?
5) Are you taking any medication?

Based on limited information that you have posted I think you have got edema of the scrotum and Penis due to water retention mostly due to Chronic Kidney disease and needs to be evaluated in detail .

Please consult qualified Nephrologist for clinical assessment and detail investigations.
1) Urine routine and culture
2) 24 hours excretion of protein in urine
3) Renal Function tests.
4) Ultrasound Scanning of abdomen and pelvis.
5) Haemogram.
6) Serum protein and Electrolytes

Further treatment will be decided by him based on results of these tests and final diagnosis.
