Brief Answer:
barrier contraception should be used.

Detailed Answer:
Hello,
Thanks for the query to hcm,
The fact that your partner has developed a tight foreskin , most likely due to local infection or balanitis, which prevents retraction of foreskin in some cases emulating Phimosis. Unfortunately steroid cream is not the best treatment for it at all unless it is a dermatitis. This can be a fungal infection which can rather get flared up with steroid cream.
A swab test should be done to check and isolate infecting organism and treat with antibiotics as required.
Intercourse should be avoided during the treatment as it can worsen the lesion and cause it to develop further cracks and abrasions of the foreskin, harming it further rather than healing. So if intercourse if to be performed, barrier contraception in form of condoms should be used to avoid transmission of infection to you from your partner.
