The causes for urinary itching are many like(in decreasing order of occurrence)

-fungal infection like candida etc most common cause .
-urinary tract infection like urethritis
-pin worm infection
-viral infection etc

At your age the chances of infection is more because after menopause vagina will be dry and also in diabetic(if you are diabetic) people are more prone for infection.
