What Causes Visible Veins On Skin Of An Infant?

Question: hello,
My 1 month old baby gets lacy pattern spots on his skin. I can send you a picture of his skin for you to see but it looks like his veins are all showing through skin. It happens mostly when the temperature changes, I think. Please let me know if there is a way I can send you a picture of his skin. Its not always there but it comes and goes. I am very worried and wont be able to see his doctor right away. Please advice and let me know if this happens in newborn babies.
