What Causes White Dead Skin Cells Under The Foreskin Of Penis?

Question: Under my penis foreskin near the frenulum, i have some sort of dead white skin, it is not smegma and has been there for months, it doesnt hurt nor does it scrape off. What is this? I have applied some cream in the past which didnt help and was advised by the GUm clinic doctor to take a nurology?

As an Urologist, i can understand your concern.
From the images seen on the attachments, it's part of an inflammatory reaction of the fore-skin.
However, the best opinion can be given only after an examination.
It usually clears after a course of antibiotics and ointment locally.
If it persists after that, get an opinion from your doctor regarding a circumcision.
That will clear your fore-skin and rid you of your worry.
Maintain good penile hygiene.

What are the chanes of it being penile cancer, can somebody that has seen symptoms of penile cancer advise please.

Cancer is diagnosed on biopsy.

Detailed Answer:
Hi again.
A cancer is diagnosed by doing a biopsy of tissue.
Once circumcised, even that fear is over, as it's curative surgery.
The foreskin is sent for a biopsy, and if at all, it turns out to be cancerous, no further treatment, except, regular check-up is enough.
