I have checked the attached image and it could be either vitiligo or post inflammatory hypopigmentation (PIH) of your lips. However, to me it looks more like PIH. In case of vitiligo the margins are sharp but that is not the case in yours.
Vitiligo can usually be diagnosed by your physician, based on a skin examination. Further tests are rarely needed. However, it is likely that your doctor would ask for family history whether anybody in your family has vitiligo and if you remember having any swelling and inflammation of the lips or cold sores before the lips lost their color, and if any other area of your body that has white patches. However, lip biopsy will give a confirmatory diagnosis.

I dont have patches in any other place, family history of vitiligo no one. will i can repigment lip by applying vitilex gel, i already applying it. thanks for your answer dr XXXXXXX saha

Its good to know that you have no family history of vitiligo and that you do not have white patches elsewhere. Hence the chances of vitiligo are even less. In any case I had felt more in favour of PIH.
Vitilex gel is unlikely to help. Rather application of hydrocortisone or mometasone cream is likely to be helpful. However, I would insist you to remain under the followup of a dermatologist so that he can evaluate, monitor and guide the treatment.
