After analyzing the complete query with diligence I can make out that you have genital warts over the affected area.
These are basically spread due to sexual contact of unprotected nature or otherwise also.
In my patients with such kind of condition I prefer to remove the warts with radio frequency ablation.
I suggest you to meet a dermatologist personally and get these removed.
Avoid sexual contact of unprotected nature as it can get spread.
