Question : my grandson is 20 and working away from home, he has developed a skin "rash" that starts out as white spots on his skin then turns to red things that looks like a bite

I am Dr. kakkar(Dermatologist and Venereologist ). I have noted your concern..

Perhaps he has hives - itchy wheals with a red flare - can resemble insect bite.

Does he have any associated symptoms?
like tching etc?
Do you have any images of the rash? If yes, I request you to kindly upload a few images in "Reports Section" so that I am able to guide you better.

For hives I would suggest him a tab. of an oral antihistamines e.g either cetrizine 10mg or loratadine 10mg once daily for a week to 10days.
