What Do Itchy Arms Indicate Despite Being On Hydrocortisone?

Question : I have severe itching on my arm that started with a bite I think. there are little spots moving up my arm and the itching keeps intensifying. I was told to use hydro cortezone and the only things that seems to relieve it at all is ice. I'm going crazy with the itch. when I squeeze it there is a milky substance that comes out.
