I have gone through your query. Possibly you are talking about Fordyce spots. These are sebaceous glands whose outlets might have got blocked and the secretions get collected inside. They are not a cause for concern and need no intervention. I would still insist you to upload an image for confirmation. Somehow I do not see any image attached.
I do not think that it is due to STD.
