What Do Red Bumps On The Penis And Scrotum Indicate?

Question: Good afternoon!
I had a mutual XXXXXXX off session with a friend 15 days ago. There was no oral or anal stimulation/penetration but we did grind our penises against each other. Several days later, I noticed a small red bump on the base of the penis near the scrotum. Truly resembles an ingrown hair. I did squeeze it and the typical white puss came out. It is tender to touch and squeeze, no crater formation. It appears that there is a hair follicle in its center. My friend and I also discussed our sexual history prior to our activity and both stated that we were negative on all STD checks. I'm thinking this is more just an ingrown hair or pimple then a syphilis chancre or herpes lesion. Would like to get your thoughts. I also took pictures of the suspected pimple.

Related your concern , based on your history and attached photos I think this could be a pustular folliculitis.
Folliculitis is an inflammation of the hair follicle, and boils are tender, swollen areas that can form around hair follicles( the same as you have).
Usually the sores of syphilis (primary chancre)are small painless ulcers with grey crater and not tender to touch .
Furthermore ,the classic lesions of genital herpes often resemble small pimples or blisters that eventually crust over and finally scab like a small cut.
Based on your detailed data about this red bumps I think that does not resemble to the characteristics of a syphilitic ulcer and herpes lesion.
But, to be more confident I suggest to meet an infectious diseases specialist to do a detailed physical examination and maybe some tests.
During this time you should wash and take it clean as well use some local antiseptic.
