What Do Severe Rashes With A White Colored Ring On The Penis Indicate?

Question: DOC, while having intercourse I develop a severe rash on the penis. I inspected my penis and noticed something appeared to be a whiteish ring around my penis. The ring almost appears to be a stretch mark.
