Question: She is experiencing surface pain on both shins, the emiting of moisture(ie water like), a loss of strength, and swelling of lower legs.

I am so sorry to hear about what she's experiencing. I have reviewed this information fully. Heart failure might explain these symptoms. This is more likely in persons who have diabetes, hypertension and are overweight. Other possible causes could by kidney and liver diseases.

At this time, I will recommend that she reduces her fluid intake, salt intake. raise the legs when seated and avoid standing up for long hours. If possible, kindly upload an image for review.
