What Do Small Flaky Sores On The Lower Legs Indicate?

Question : Hi, I just recently had a Tumor on my brain taken out. A week or so after returning home my lower legs and and both ankles and feet started swelling. The lower part of my legs have small flaky sores.
I am better off lying down. Not bothering from sleep. When I get up in the morning the swelling is reduced quite a bit but by mid day it builds back up. Do IO need to see a specialist? My family Doctor had me take a Ultra Sound it showed no blood clots. I would appreciate you comments.
