Question : I have noticed light spots bumps lights Smoove bumps on and around my penis could you tell me what that look like

Looks like lichen nitidus

Detailed Answer:
I have reviewed the attached photograph and it is looking like lichen nitidus.
It is a chronic self limiting disease of the skin.
If I was your treating doctor I would recommend you to apply a topical steroid like hydrocortisone cream on the affected areas twice daily for 2-3 weeks.
This should help in subsiding them.
