These bumps seem to be due to Staphylococcal infection of Hair Follicles.

Hello
Thanks for your query ,based on the facts and photographs that you have posted it appears that you have developed multiple bumps due to Staphylococcal infection of Hair Follicles (Folliculitis )

Get swab test of a fluid from the follicle to confirm the diagnosis .

You need to take antibiotic like Doxicycline along with anti inflammatory drug like Diclofenac twice daily along with topical antibiotic ointment like Neosporin twice daily.

Ensure to wash your genitals with warm water twice daily.

Ensure to avoid sexual encounters till it heals up completely.

my concern is that they are not near an area that have no hair follicles. I have been sexually active, but with the same partner for 4-5 months have had unprotected sex in the past though.

Skin all over the body have hair follicles though they are not seen with naked eye on penile skin .
